HR Excellence in Research at VIZJA University
As part of our ongoing commitment to research quality and support for researchers’ career development, we have implemented changes in line with the principles set out in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.
What is HR Excellence in Research?
The HR Excellence in Research logo is awarded by the European Commission to institutions that provide a supportive working environment for researchers, foster their professional development, and implement the principles of open, transparent, and merit-based recruitment (OTM-R).

Our commitment
VIZJA University has joined the European Commission’s initiative to implement the principles outlined in the Charter and Code. Based on an internal analysis and recommendations from the European Commission, we have developed and implemented an HR Action Plan (HR Strategy for Researchers – HRS4R) in accordance with:
- the 20 recommendations of the European Commission,
- ethical standards in scientific research,
- a transparent and fair recruitment policy,
- support for mobility and academic career development,
- dialogue between researchers and university administration.
Key improvements implemented at VIZJA University
- Streamlining recruitment processes in line with OTM-R principles (Open, Transparent, Merit-based Recruitment).
- New procedures for the evaluation and assessment of researchers, ensuring clear criteria and substantive support.
- Expansion of training and mentoring systems to support the development of academic and teaching competencies.
- Increased transparency in institutional policy regarding researchers' rights and responsibilities.
- Strengthening the dialogue between academic staff and university leadership.

What are our next steps?
We continue to monitor and update our HRS4R strategy to further enhance the quality of the research environment at VIZJA University. We encourage all academic staff to actively participate in the ongoing improvement of our HR standards.
What requirements have we met?
To receive the prestigious HR Excellence in Research award, an institution must meet specific criteria and undergo a detailed, multi-stage evaluation process conducted by the European Commission.
Key Requirements
From the outset of the strategy’s implementation, not only the plan itself but primarily the quality of the actions taken is subject to evaluation. Experts assess both compliance with the initial assumptions and the real impact of the implemented changes, as well as the level of institutional engagement in the HRS4R process.
As part of the evaluation process, the institution undergoes a site visit by external experts who conduct interviews with key university representatives and review implementation documents. Each expert independently assesses the quality of documentation and information gathered during meetings. The quality of these elements plays a crucial role.
The assessment process is systematized and based on six standardized templates that enable consistent data analysis. This approach allows for a reliable comparison of the implementation level of each action against European guidelines and standards.
Institutions applying for the HR Excellence logo must demonstrate compliance with all 20 principles set out in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (C&C). No area may be omitted.
A key element of the procedure is the preparation of a detailed gap analysis and action plan. Experts assess whether the institution has correctly identified areas for improvement and proposed realistic and effective solutions.
